1. मैं आज बहुत व्यथित होकर आपको पत्र लिख रहा हूं ताकि अध्यक्ष द्वारा आचार समिति की सुनवाई में मेरे साथ किए गए अनैतिक, घिनौने और पूर्वाग्रहपूर्ण व्यवहार के बारे में आपको अवगत करा सकूं। मुझे समिति के सभी सदस्यों की उपस्थिति में उनके द्वारा “वस्त्रहरण” जैसी बात का सामना करना पड़ा है।
2. समिति को, खुद को आचार समिति के अतिरिक्त, किसी अन्य नाम से नामित किया जाना चाहिए क्योंकि इसमें कोई नैतिकता बची ही नहीं है। विषय से संबंधित प्रश्न पूछने के बजाय, सभापति ने दुर्भावनापूर्ण और स्पष्ट रूप से अपमानजनक तरीके से मुझसे सवाल करके, अपने, पूर्वनिर्धारित पूर्वाग्रह का प्रदर्शन किया, यहां तक कि उपस्थित 11 सदस्यों में से 5 सदस्यों ने उनके शर्मनाक आचरण के विरोध में कार्यवाही का बहिष्कार किया।
3. मैं लोकसभा सचिवालय से अनुरोध करती हूं कि कृपया केवल प्रश्न टाइप करने के लिए पोर्टल के लॉगिन और पासवर्ड को साझा करने वाले नियमों का खुलासा करें (जहां मेरे मोबाइल फोन पर आए ओटीपी के बिना कुछ भी सबमिट नहीं किया जा सकता है)? ये नियम सांसदों को कभी क्यों नहीं बताए गए और यदि थे तो, हर एक सांसद इस आईडी और लॉगिन को कई लोगों के साथ क्यों साझा कर रहा है? जब सरकार ने न्यायपालिका, स्वतंत्र पत्रकारों और विपक्षी सदस्यों की जासूसी करने के लिए इजरायली सॉफ्टवेयर पेगासस का इस्तेमाल किया तो इस नैतिक समिति की अंतरात्मा कहां थी? क्या यह राष्ट्रीय सुरक्षा का गंभीर उल्लंघन नहीं था? सत्ताधारी दल के सदस्यों द्वारा अनैतिक आचरण के इतने सारे मामले सामने आने के बाद भी जुलाई 2021 से इस समिति की एक बार भी बैठक क्यों नहीं हुई?
4. हम खुद को एक ऐसे युग में पाते हैं, जहां कुछ लोग बेशर्मी से अपमानजनक और कटु भाषा का इस्तेमाल करते हैं, कट्टरता को बढ़ावा देते हैं और धर्म के भीतर नफरत को बढ़ावा देते हैं।
संसद के हॉल में, दूसरी तरफ, जो विपक्षी सदस्य, सरकार और उसकी बेईमान प्रथाओं पर सवाल उठाने का साहस करते हैं, उन पर निराधार आरोप लगाए जाते हैं और उन्हें लगातार उत्पीड़न का शिकार होना पड़ता है।
5. चेयरमैन ने आज एक स्क्रिप्ट (निस्संदेह कुछ इच्छुक पक्षों द्वारा तैयार की गई) को पढ़ते समय सवाल पूछने की सबसे घिनौनी पंक्ति का पालन करने पर जोर दिया, जिसमें उन्होंने मुझसे मेरे निजी जीवन के बारे में विस्तृत और बेहद निजी सवाल पूछे। समिति के अन्य सदस्यों द्वारा पूछताछ की इस गंदी लाइन से दूर रहने की कई बार चेतावनी दिए जाने के बाद भी उन्होंने सवाल पूछना जारी रखा।
6. अपनी ओर से, मैंने रिकॉर्ड पर बार-बार विरोध किया कि, अध्यक्ष, मुझसे जांच से संबंधित कोई भी प्रश्न पूछे, उनका स्वागत है – अर्थात् लॉगिन पर और उपहारों के उन आरोपों पर जिनके लिए सबूत, या बल्कि इसका पूर्ण अभाव मौजूद था – वह एक महिला के रूप में मेरी गरिमा के बारे में आक्षेप करते हुए, मुझसे विस्तृत व्यक्तिगत प्रश्न न पूछें।
7. इस प्रकार की 2 घंटे से अधिक की पूछताछ के बाद, जो प्रत्येक प्रश्न के साथ बदतर होती जा रही थी, समिति के 5 सदस्यों ने कहा कि वे इस “चीरहरण (एक महिला को निर्वस्त्र करना)” का पक्ष नहीं बनेंगे और कार्यवाही का बहिष्कार कर बाहर चले गए। मैंने यह भी रिकॉर्ड में रखा है कि, हालांकि मैं समिति की कार्यवाही का सम्मान करती हूं, यह मेरी व्यक्तिगत गरिमा और अधिकारों के खिलाफ था कि, अध्यक्ष द्वारा इस तरह की गंदी पूछताछ की गई, जो अपने शब्दों से, अप्रत्यक्ष आनंद प्राप्त कर रहे थे, और खुद को इस कार्यवाही से अलग कर लिया। .
8. सबसे पहले मैं बताना चाहूंगी कि, शिकायतकर्ता ने किसी भी नकदी का कोई सबूत नहीं दिया है, कथित “रिश्वत देने वाले” श्री हीरानंदानी ने अपने स्वत: संज्ञान हलफनामे में किसी भी नकदी का कोई उल्लेख नहीं किया है। उपहारों के संबंध में मैंने पहले ही सार्वजनिक रूप से और समिति में रिकॉर्ड पर कहा है कि श्री हीरानंदानी मेरे सांसद बनने से पहले से एक करीबी दोस्त हैं। उनसे मुझे मिले सभी उपहारों का योग इस प्रकार है-1. एक स्कार्फ 2. मेकअप की कुछ वस्तुएं 3. जब मैं पिछले 5 वर्षों में शायद 4-5 बार बॉम्बे गई हूं और शायद दो बार दुबई गई हूं तो कार और ड्राइवर का उपयोग और 4. बहुत ही बुनियादी कलात्मक चित्रों का एक सेट, मेरे सरकारी आवास को वास्तु के अनुरूप बनाने पर सीपीडब्ल्यूडी (एक सरकारी इकाई) के इंजीनियरों और ठेकेदारों द्वारा श्री हीरानंदानी या वास्तव में सीपीडब्ल्यूडी के अलावा किसी अन्य द्वारा कोई भुगतान नहीं किया गया था।
9. मैं यह भी बताना चाहूंगी कि मेरा निर्वाचन देहात का क्षेत्र है और यह 2019 से मेरे पास है। मैने, संसदीय पत्रों को टाइप कराने में श्री हीरानंदानी के कार्यालय से सचिवीय सहायता का उपयोग किया है।
पोर्टल पर प्रस्तुत करने के लिए प्रश्न जिन्हें मैंन स्वयं तैयार किया और भेजा है। यह ध्यान रखना महत्वपूर्ण है कि यह पोर्टल लोकसभा के ईमेल के समान नहीं है। पासवर्ड जो मैंने किसी के साथ साझा नहीं किया है – इसलिए इसका कोई सवाल ही नहीं है। मेरे आधिकारिक ईमेल का कोई अनधिकृत, अप्रशिक्षित प्रस्तुतिकरण दुरुपयोग नहीं हुआ है।
प्रश्न पूछे जा सकते थे क्योंकि मेरा मोबाइल नंबर ही अंतिम था, जिसमें ओटीपी आता था, इसलिए मेरी मंजूरी के बिना कोई भी प्रश्न प्रस्तुत नहीं किया जा सकता।
प्रत्येक सांसद के पास लॉगिन पोर्टल तक पहुंच रखने वाले लोगों की एक बड़ी टीम है। LAMPS सहित जो एक निजी एजेंसी के कर्मचारी हैं और अस्थायी आधार पर प्रदान किए जाते हैं। लॉगिन के लिए कोई एनआईसी नियम नहीं बनाए गए हैं और न ही किसी सांसद को, कोई दिशानिर्देश प्रदान किए गए हैं।
10. सुप्रीम कोर्ट के फैसले के अनुसार, निजता एक मौलिक अधिकार है। अप्रासंगिक प्रश्न पूछकर एक महिला सांसद को अपमानित करना, उदाहरण के लिए, मैं रात में किससे बात करती हूं, कितनी बार बात करती हूं और उन कॉल विवरणों के बारे में पूछना, बेहद खराब रुचि के अलावा, निजता के, मेरे मौलिक अधिकार का उल्लंघन है।
11. महोदय, माननीय प्रधान मंत्री के नेतृत्व में यह सरकार महिलाओं के सम्मान और उनकी गरिमा को बनाए रखने के लिए हर संभव प्रयास करने का दावा करती है। आप स्वयं लोकसभा की कार्यवाही का संचालन करते समय इन सिद्धांतों का पालन करने का प्रयास करते हैं। यह कितना शर्मनाक है कि लोकसभा की केवल 78 महिला सदस्यों में से एक होने के नाते, मुझे समिति के अध्यक्ष द्वारा “नैतिकता समिति” की सुनवाई के नाम पर “वस्त्रहरण” का सामना करना पड़ता है?
12. मैंने पहले ही अपना बयान रिकॉर्ड पर रख दिया है और किसी भी प्रश्न का उत्तर देने को तैयार हूं। मैं सभी समितियों के संरक्षक के रूप में अपना बयान तुरंत हलफनामे पर आपके सामने रखने को भी तैयार हूं, ऐसा न हो कि मुझ पर “प्रश्नों को टालने” का आरोप लगाया जाए, जो मीडिया के लिए अध्यक्ष की दुर्भाग्यपूर्ण टिप्पणी है। मैं आपसे तुरंत आग्रह करूंगी कि कथित “नैतिकता समिति” की सुनवाई की आड़ में उपरोक्त लोगों द्वारा मुझे व्यक्तिगत अपमान और दुर्भावनापूर्ण आचरण का शिकार होने से सुरक्षा प्रदान की जाए। मुझे आशा और विश्वास है कि आप अपनी बुद्धि और विवेक से समिति की शब्दशः प्रतिलेखित कार्यवाही को पढ़ेंगे और इस तथ्य को पहचानेंगे कि आज जो हुआ उससे अधिक अनैतिक या अनुचित कुछ भी नहीं हो सकता है।

Subject: Unethical, sordid, demeaning, and prejudiced behaviour meted out to me at the hearing of the Ethics Committee by the Chairman
Honourable Speaker, Sir,
1. I write to you in great anguish today to update you on the unethical, sordid, and prejudiced behaviour meted out to me at the hearing of the Ethics Committee by the Chairman. I have been subjected to the proverbial “Vastraharan” by him in the presence of all members of the Committee.
2. The committee ought to designate itself under a name other than the Ethics committee as it has no ethics and morality left. Instead of asking questions pertinent to the subject, the Chairman exhibited a preconceived bias by maliciously and clearly in a defamatory way questioning me, so much so that 5 of the 11 members present walked out and boycotted the proceedings in protest at his shameful conduct.
3. I request the Lok Sabha Secretariat to please disclose the regulations governing the sharing of one’s login and password of the portal to merely type out questions (where nothing could be submitted without an OTP which came to my mobile phone)? Why were these rules never given to MPs and if they were why is every single MP sharing this id and login with numerous people? Where was this Ethic’s Committee’s conscience when the government used the Israeli software Pegasus to spy on the judiciary, independent journalists, and members of the opposition members? Was this not a grievous breach of national security? Why did this Committee not meet even once since July 2021 in the face of so many instances of unethical conduct by members of the ruling party?
4. We find ourselves in an era where certain individuals brazenly employ abusive and vitriolic language, promoting bigotry and fostering hatred within the hallowed

halls of parliament. On the other hand, opposition members who dare to question the government and its unscrupulous practices are met with baseless accusations and subjected to incessant harassment.
5. The Chairman today insisted on following the most sordid line of questioning while reading from a script (no doubt prepared by some interested parties) in which he asked me detailed and extremely personal questions about my private life. He continued even after being warned multiple times by other members of the Committee to refrain from this filthy line of questioning.
6. On my part, I repeatedly protested on record that while the Chairman was welcome to ask me any question relevant to the enquiry – namely on the login and on those allegations of gifts for which evidence, or rather complete lack of it, existed – he could not ask me detailed personal questions making insinuations about my dignity as a woman.
7. After more than 2 hours of this sort of questioning, which seemed to get worse with each question, 5 of the Committee members said they would not be party to this “Cheerharan (Disrobing of a woman)” and boycotted the proceedings and walked out. I too placed on record that while I respect the proceedings of the Committee, it was against my personal dignity and rights to be subjected to this filthy line of questioning by the Chairman who seemed to get vicarious enjoyment from his words, and excused myself from the proceedings.
8. At the very onset I would like to state that the complainant has provided NO evidence of any cash, the alleged “bribe-giver” Mr. Hiranandani has made NO mention of any cash in his suo-moto affidavit. In respect of gifts I have already stated on record publicly and in the Committee that Mr. Hiranandani is a close friend from before I became an MP. The sum total of all gifts I have received from him are-1. One Scarf 2. Some items of make-up 3. Use of car and driver when I have visited Bombay on maybe 4-5 occasions in the past 5 years and maybe twice in Dubai and 4. A set of very basic architectural drawings/advice on making my government accommodation vastu compliant which were then executed by the engineers and contractors of the CPWD (a government unit) with no payment made by Mr. Hiranandani or indeed anyone else apart from the CPWD.
9. I would also like to state that I have a remote constituency and since 2019 I have
used secretarial help from Mr. Hiranandani’s office in typing out my parliamentary
questions (which I would frame myself and send) for submission to the portal. It is
important to note that this portal is not the same as the Lok Sabha email or
password which I have not shared with anybody – hence there is no question of
misuse of my official email. No unauthorised, unsupervised submission of
questions could be made since my mobile number was the one on which the final
OTP was delivered-hence no question could be submitted without my approval or
knowledge. Each MP has a large team of people with access to the login portal

including LAMPS who are employees of a private agency and provided on a temporary basis. There are NO NIC rules of login that have been framed and nor have any been provided to any MP.
10. Privacy is a fundamental right as per the judgement of the Supreme Court. Humiliating a female MP by asking irrelevant questions one of these was for example was on who I speak to at night, how many times and asking for those call details is a breach of my fundamental right to privacy, apart from being in extremely poor taste.
11. Sir, this government under the leadership of the Honourable Prime Minister claims to do everything possible to respect women and uphold their dignity. You yourself, while conducting the Lok Sabha proceedings attempt to adhere to these principles. How shameful is it then that I, as one of only 78 female members of the Lok Sabha are subjected to a “Vastraharan” in the name of an “Ethics Committee” hearing by the Chairperson of the Committee?
12.I have already placed my statement on record and have been willing to answer any questions. I am also willing to put my statement on affidavit immediately to you, as the guardian of all Committees lest I be accused of “dodging questions”, which is the Chairman’s unfortunate comment to the media. I would urge you immediately to give me protection from being subjected to personal humiliation and malicious conduct by the aforesaid under the guise of a purported “Ethics Committee” hearing. I hope and trust that you in your wisdom and judgement will kindly go through the verbatim transcribed proceedings of the Committee and recognise the fact that nothing could have been more unethical or unfair than what transpired today.
